Civil Society Organizations (CSOs) in Kwale, led by renowned governance guru Jalim Ibrahim, successfully stopped a flawed Public Participation Forum that was scheduled to take place in Kinondo Ward to discuss the Kwale County Supplementary Budget 2024/2025 ,Kwale County Finance Bill 2025 and Regulations for Biashara Fund Bill.

Jalim raised serious legal concerns, pointing out that the notice and information shared with the public failed to meet the minimum standards as required by Section 87 of the County Governments Act and the Public Participation Regulations, 2018. He emphasized that citizen participation must be meaningful, inclusive, and based on access to adequate and timely information.
In a bold move, Jalim threatened to take legal action against the County Government if the forum proceeded without adhering to lawful procedures. The organizers, unable to justify the irregularities, had no choice but to defer the poorly mobilized event.
